As a non-driver I have had considerable experience of exploring the public transportation systems of several cities.
For a general overview, visit the local tourist office and pick up any public transport maps that are available. I have found that having separate maps for the different forms of transport in addition to a multi use one can be very helpful.
The tourist office will also have details of any fare deals that are available.
Take a few bus or tram journeys to familiarise yourself with the general outlay of the city.
When it comes to making particular journeys, after checking your options on the map, I would advise you to ask people who live in the area, which is the best. Don’t assume that a particular form of transport is necessarily the fastest. For over a year I took a journey on the London Underground that took 20 minutes and involved 2 changes en route, until someone told me that I could get to my destination by bus in less than 10 minutes!
